Location: British Columbia

Remote/Hybrid Position: 35 hours per week with in-person attendance required at meetings in Victoria or Vancouver approximately 6 times per year, and occasional evening/weekend committee work.

Founded in 1988, the BC Association of Clinical Counsellors (BCACC) is the largest professional association for clinical counsellors and psychotherapists in BC, representing over 9,000 Registered Clinical Counsellors (RCCs). The Opportunity

BCACC is seeking a Deputy Registrar of Inquiry to manage the complaint and inquiry process. Reporting to the Registrar, this position leads a team of investigators and a case manager, overseeing investigations, case management, and decision-making processes related to complaints against RCCs.

As BCACC moves toward becoming a regulated college, the Deputy Registrar of Inquiry will have the opportunity to shape policies, refine investigation processes, and enhance regulatory oversight to ensure public trust and accountability in BC’s counselling profession.

The ideal candidate is a strategic and solutions-oriented professional with expertise in professional discipline, investigations, or administrative law. Key Responsibilities

  • Leading and managing the investigations team, ensuring efficiency, consistency, and adherence to regulatory requirements.
  • Driving process improvements to enhance the quality, timeliness, and transparency of BCACC’s inquiry processes.
  • Overseeing case management and conducting investigations, including those of high complexity.
  • Providing strategic guidance to the Inquiry Committee, ensuring informed and fair decision-making.
  • Drafting and overseeing the preparation of Consent Agreements, investigation reports, and regulatory correspondence.
  • Consulting with BCACC’s legal counsel on complex cases.
  • Supporting the Registrar, Inquiry Committee Chair, and Inquiry Coordinator to ensure effective operations within the inquiry function.

Qualifications & Key Skills

  • Post-secondary degree in a relevant field such as law, business, psychology, or a related discipline; advanced NCIT Investigator Training preferred.
  • Extensive experience in regulatory investigations, professional discipline/conduct, or administrative decision-making, with a proven ability to manage complex cases.
  • Demonstrated leadership and management experience, with the ability to guide teams in complex investigative work.
  • Deep understanding of regulatory and administrative law, ideally within a professional association, self-regulated profession, or public sector environment.
  • Familiarity with British Columbia’s regulatory landscape, including the Health Professions Act, is an asset.
  • Strong strategic thinking and process improvement skills.
  • Excellent written communication abilities, with experience drafting investigation reports, legal correspondence, and regulatory decisions.
  • A collaborative and solutions-focused approach, balancing fairness, accountability, and regulatory compliance.
  • Exceptional professionalism, tact, and judgment, with the ability to navigate sensitive issues and engage effectively with diverse stakeholders.
  • Orientation toward continuous improvement and leading change.

Compensation

BCACC offers a competitive salary range of $100,000–$115,000 annually, along with a comprehensive benefits package (RRSP matching, wellness fund, health spending account, and professional development fund).
